After years of discussions and planning with the Fulton and Elliott-Chelsea community and NYCHA, we are moving forward with a shared goal: the creation of modern, permanently affordable housing for all current residents.

Together, we are embarking on a bold plan to fully replace Fulton and Elliott-Chelsea’s aging homes with brand new buildings and homes while maintaining affordability, protecting residents, and preserving the spirit of the community that has been integral to the Chelsea neighborhood for generations.

    Fulton and Elliott-Chelsea Houses is a NYCHA public housing campus in West Chelsea with 2,056 apartments and more than 4,500 residents.

    After decades of underfunding, the buildings face ongoing issues such as leaks, mold, pests and security concerns. NYCHA entered the development into the PACT program to address these problems at the root.

    This program will deliver new, permanently affordable housing while preserving resident protections. Demolishing the old buildings and providing 1-for-1 replacement of all homes, modernizing units including dishwashers and washer/dryers, and adding new social service programs and amenities.

    Shaped by resident feedback, the campus will include a grocery store, a healthcare facility, local retail, and outdoor recreational spaces for the neighborhood.

    To minimize disruption to residents and the community, construction will take place in phases.
    94% of households can remain in their current apartments until their new homes are ready.

    Once all 2,056 units are rebuilt, new buildings will be constructed to deliver thousands of additional affordable and mixed-income homes.

    In the interim, the resident-selected PACT partner (Essence Development/Related Companies) provided supplemental support to NYCHA to bring immediate resources, improvements, and general enhancements to Fulton and Elliott-Chelsea Houses to help improve living conditions for residents as they wait for their new homes to be built.

As part of the next phase in the plan for the revitalization of Fulton and Elliott-Chelsea Houses (FEC), Related Affordable Management (RAM) will manage four buildings within the Fulton campus, and two on the Elliott-Chelsea Houses campus moving forward. New York City Housing Authority (NYCHA) will continue to own all buildings but will manage the remaining buildings as the land owner and partner in the Permanent Affordability Commitment Together (PACT) conversion and the Project-Based Section 8 program for the entire FEC community.
