What buildings are effected in Phase 1?

As part of the next phase in the plan for the revitalization of Fulton and Elliott-Chelsea Houses (FEC), Related Affordable Management (RAM) will manage four buildings within the Fulton campus, and two on the Elliott-Chelsea Houses campus moving forward. New York City Housing Authority (NYCHA) will continue to own all buildings but will manage the remaining buildings as the landowner and partner in the Permanent Affordability Commitment Together (PACT) conversion and the Project-Based Section 8 program for the entire FEC community.

Phase 1

Resident Notices

  • Residents in Phase 1 Buildings will convert to Project-Based Section 8 through New York City’s Permanent Affordability Commitment Together (“PACT”) program. These households will be the first to move into the new replacement buildings. As part of this process, households will sign a PACT Resident Lease and Right to Return Agreement.

  • As part of the PACT conversion process, NYCHA residents will sign a PACT Resident Lease in order to convert to the Project-Based Section 8 program through PACT. A sample of the PACT Resident Lease is linked below. This is a sample lease. Please do not sign it. In addition to the lease itself, there are riders and notices you will also need to sign. Samples of those riders and notices are linked below. These are samples. Please do not sign them.

    This PACT lease was developed by NYCHA and has been informed by the residents, advocates and stakeholders. It has also been reviewed by Legal Aid Society, an independent legal services organization.

    NYCHA shared updates on the General Information Notice, which outlines future temporary relocation plans for Chelsea Addition and Fulton Building 11 residents as part of the redevelopment process. This newsletter also provides information on the Environmental Review process, the PACT Partner’s supplemental help to NYCHA, and ongoing resident engagement.

Notice Regarding On-Site PACT Partner Team Members

Our team is on site daily from 9:00 AM to 6:00 PM. We will not knock on doors or contact residents outside of these hours unless there is a previously scheduled and mutually agreed-upon appointment.

  • Always ask for identification. Every member of our team carries official ID and will present it upon request.

  • For your safety, we strongly encourage you not to open your door to anyone you do not know or who cannot provide proper identification.

  • If you ever have questions about whether someone is part of our team, please call 929-701-1688 for immediate confirmation.
