Permanent Affordability Commitment Together (PACT)
NYCHA faces an $80 Billion capital shortfall, and over the last half-century, buildings have fallen into severe disrepair. Through PACT, NYCHA shifts developments to Project-Based Section 8, a more stable federal funding source. This allows NYCHA to unlock funding to complete comprehensive repairs or build new, modern homes at NYCHA properties.
To complete the transformation, NYCHA and residents identify private and nonprofit organizations to serve as the PACT Partners. Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, build new buildings, serve as the new on-site property manager, and provide enhanced social services and community programs. This results in a resilient infrastructure where residents receive the quality, stable, and secure homes they deserve.
