Court Rules Fulton and Elliott-Chelsea Redevelopment Can Proceed
NYCHA announced that the court-ordered pause on the Fulton and Elliott-Chelsea Houses redevelopment has been lifted, and the project will now resume. The plan replaces all 2,056 existing apartments with new, permanently affordable homes, with a guaranteed right to a new unit for all authorized residents. NYCHA remains the property manager for all buildings at this time.

HUD Resident Rights Information Session
On July 16, 2025, HUD joined NYCHA to meet with residents of Fulton 11 and Chelsea Addition to review the proposed project and walk through residents’ rights and protections under RAD, as well as the additional rights and protections provided through NYCHA’s PACT program. On July 28, 2025, the New York City Department of Housing Preservation and Development (HPD), acting as Responsible Entity for the United Stated Department of Housing and Urban Development (HUD) and lead agency under the National Environmental Policy Act (NEPA), and the New York City Housing Authority (NYCHA), acting as local project sponsor and joint-lead agency, issued the Joint Record of Decision (ROD) and Findings Statement for the proposed project. This Joint ROD and Findings Statement marks the conclusion of HPD and NYCHA’s environmental review process. The ROD follows the publication of the Final Environmental Impact Statement (FEIS) and sets forth that HPD and NYCHA have given due consideration to the Draft Scope of Work for the Preparation of an EIS (DSOW), Final Scope of Work for the Preparation of an EIS (FSOW), and the Draft and Final Environmental Impact Statements (DEIS and FEIS) prepared for the project and also public comments submitted. The lead agencies have considered all reasonable alternatives, information, analyses, and comments submitted by federal, state, local, and tribal governments and agencies, as well as the public throughout the process of the EIS.

On October 30, 2024, the NYCHA Board formally approved the next step in the process to rebuild the campus and construct brand-new NYCHA Fulton and Elliott-Chelsea buildings led by Essence Development and Related Companies. This agreement serves as a comprehensive roadmap for the project, enabling supplemental support to NYCHA to bring immediate resources, improvements, and general enhancements to the community to help ease the burden on residents as they wait for their new homes to be built.

To support the transformation of Fulton and Elliott-Chelsea, an Environmental Impact Statement (EIS) will assess the potential impacts on the human, built, and natural environment, as required by the National Environmental Policy Act (NEPA). While no decisions are made in the EIS, its findings help guide decision-makers. The process also encourages resident and public involvement through formal comments, starting with the scoping period. We highly encourage active participation in this important review.
