Reimagining Public Housing

Transforming NYCHA’s Fulton and Elliott-Chelsea Houses marks a pivotal moment for New York City: the historic partnership between residents, NYCHA, Essence Development, and Related Companies focuses on rebuilding and revitalizing each campus to meet the needs of current and future generations at Fulton and Elliott-Chelsea, including:

  • 100% replacement of all 2,056 NYCHA apartments within brand-new modern buildings (the “Replacement Buildings”)

  • A right to return for any temporarily relocated NYCHA households, permanent affordability, and the preservation of all tenant rights as required by the PACT program

  • A phased construction plan to minimize disruption to current residents and the community

  • Supplemental support for NYCHA to enhance current living conditions for residents

  • Brand new community facilities and state-of-the-art amenities

  • Upon completion of the new NYCHA buildings, additional residential buildings will be constructed, creating thousands of new affordable and market-rate homes


NYCHA faces an $80 Billion capital shortfall and over the last half-century buildings have fallen into severe disrepair. While new, quality homes are built for the community, Essence Development and Related Companies are providing supplemental support to NYCHA to bring immediate resources, improvements, and general enhancements to Fulton and Elliott-Chelsea Houses to help improve current living conditions for residents. While NYCHA will continue to own all buildings, the collaboration between the three organizations over this period of time will provide more expedient and effective solutions and services for residents.

Support for NYCHA in the Interim

NYCHA PACT Program

Permanent Affordability Commitment Together (PACT) is a program that allows NYCHA to unlock funding to complete comprehensive repairs or build new, modern homes at NYCHA properties. Through PACT, developments are included in the federal Rental Assistance Demonstration (RAD) program and transition to a more stable, federally funded program called Project Based Section 8. PACT ensures that homes are modernized and stay permanently affordable, while resident protections are preserved.

Our resident-led project guarantees modern and permanently affordable housing for all NYCHA residents. Together, we are embarking on a bold plan to fully replace Fulton and Elliott-Chelsea’s aging homes with brand new buildings and homes while maintaining affordability, protecting residents, and preserving the spirit of the community that has been integral to the Chelsea neighborhood for generations.

This partnership can serve as a new model that reimagines NYCHA’s rapidly deteriorating public housing stock through the creation of inclusive mixed-income and mixed-use communities that better serve NYCHA residents, while also expanding opportunities for New Yorkers, including low-income families, to access deeply affordable homes in high-amenity neighborhoods.
