Life at Fulton & Elliott-Chelsea

After years of discussions and collaboration with the Fulton and Elliott-Chelsea community, we are working with NYCHA and the community to plan for the creation of modern, permanently affordable housing for all current residents. Together, we are enhancing the campus while preserving the spirit of the FEC community that has been integral to the Chelsea neighborhood for generations.

Project Highlights

  • 100% replacement of 2,056 NYCHA apartments with brand-new, modern buildings featuring enhanced layouts, ventilation, and energy efficiency

  • New apartments for existing NYCHA residents guaranteed, with full PACT protections. Rent will continue to be calculated at 30% of adjusted household income

  • Resident-controlled, in-unit heating and cooling, new dishwashers, and washer/dryers in every unit

  • Brand new community resources on campus including an affordable healthy grocer, a healthcare facility, retail stores, and additional outdoor recreational spaces

  • A phased construction plan to minimize disruption to current residents and allow majority of NYCHA residents to move right into their new apartment

  • A comprehensive "Bridge Plan" for immediate renovations and repairs, improving safety and enhancing comfortable living conditions while residents await their new homes

  • Upon completion of the new NYCHA buildings, additional residential buildings will be constructed, creating thousands of new affordable and market rate apartments for the Chelsea neighborhood

  • Through the entire redevelopment and after completion, resident rights will continue to be protected through the PACT program
