What buildings are effected in Phase 1?
At Related Affordable Management, there is nothing more important to the team than providing a living experience that is respectful of residents’ concerns. If you are a resident of one of the four buildings within the Fulton campus or two on the Elliott-Chelsea Houses campus listed here, you will be contacted directly with next steps and more information. While RAM is now your managing agent moving forward, there will be continued oversight of Fulton Elliott-Chelsea Houses (FEC) from NYCHA as the landowner and partner in the Permanent Affordability Commitment Together (PACT) conversion and the Project-Based Section 8 program for the entire FEC community.

Resident Notices

Residents in Phase 1 Buildings will convert to Project-Based Section 8 through New York City’s Permanent Affordability Commitment Together (“PACT”) program. These households will be the first to move into the new replacement buildings. As part of this process, households will sign a PACT Resident Lease and Right to Return Agreement.

As part of the PACT conversion process, NYCHA residents will sign a PACT Resident Lease in order to convert to the Project-Based Section 8 program through PACT. A sample of the PACT Resident Lease is linked below. This is a sample lease. Please do not sign it. In addition to the lease itself, there are riders and notices you will also need to sign. Samples of those riders and notices are linked below. These are samples. Please do not sign them.
This PACT lease was developed by NYCHA and has been informed by the residents, advocates and stakeholders. It has also been reviewed by Legal Aid Society, an independent legal services organization.

Meet with designers and architects to review the project process
