Permanent Affordability Commitment Together (PACT)

What is PACT?

NYCHA faces an $80 Billion capital shortfall, and over the last half-century, its buildings have suffered from a lack of funding and have fallen into disrepair. Through PACT, NYCHA secures funding for critical fixes by shifting developments to Project-Based Section 8, a more stable federal funding source. This allows NYCHA to unlock funding to complete comprehensive repairs, while ensuring resident protections are preserved as homes are modernized and stay permanently affordable.


To complete the transformation, NYCHA and residents identify private and nonprofit organizations to serve as the PACT Partner. Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, build new buildings, serve as the new on-site property manager, and provide enhanced social services and community programs. This results in a resilient infrastructure where residents receive the quality, stable, and secure homes they deserve.
